What Does This Site Owe, and Is It Current

A plant manager gets a call: the state wants the quarterly discharge monitoring report. Someone remembers filing one last quarter, but not who, not exactly when, and not whether the same obligation was renewed after a permit modification two years ago. That’s the ordinary state of environment, health, and safety compliance at most companies — obligations that live in individual inboxes, site binders, and outgoing employees’ memory.

The Site File

A site is any operating location carrying environmental or safety obligations — a plant, warehouse, lab, yard, or office — filed under the organization that actually operates it. A shared campus run by two subsidiaries is two site records, one per operator, because the obligations and the responsible party differ even when the address doesn’t. Each site records its type, address, regulator site ID, a plain-language description of operations, whether hazardous materials are present, the regulated activities carried out there, and roughly how many workers are on site.

A permit that authorizes activity at the site is filed in Licenses & Permits; the underlying real property is filed in Real Estate, and the site record can point to the property it sits on. The site file itself holds what happens there day to day and what’s owed because of it.

Standing Environmental Obligations

Some requirements aren’t tied to a single permit — they’re standing obligations to monitor, report, register, or maintain something on a recurring cadence: an annual emissions inventory, a discharge monitoring report, a chemical inventory, a tank registration. Lextree doesn’t guess at your regulatory calendar; you declare each obligation once, along with its source, frequency, and responsible party, and the record tracks when it’s next due. Each report actually filed under an obligation becomes its own dated entry, so “did we file this on time last year” is answered by looking, not by asking around. Inspections and Incidents

Every dated inspection or audit of a site — by a regulator, an insurer, or your own team — gets a record with its scope, outcome, and any findings, each with its own corrective-action deadline. Property-condition inspections like fire or elevator checks are filed under the property itself in Real Estate; a certifying body’s audit of an ISO certification belongs in Certifications. What lands here is specifically about the site’s environmental and safety compliance.

Incidents — a release, an injury, a near miss, a fire, property damage — get their own record with what happened, the consequences, and the response. Whether an incident is reportable is a judgment call your team makes and records; Lextree applies no automatic threshold. Each notice owed to a regulator, insurer, or other party as a result of an incident is tracked separately with its own due date, because the short-fuse notice deadline is often the part that actually gets missed.

Remediation Commitments

When a site has ongoing remediation — arising from a regulator order, a permit condition, an incident, a closure, or a contract’s indemnity — that commitment gets its own record: current phase, cost estimates, financial assurance, and a running list of dated deliverables tracked as milestones. The next report or milestone due date rolls forward automatically as each one is recorded, so a multi-year cleanup doesn’t quietly go stale between check-ins. The consent order or undertaking that created the obligation, along with the reports it requires, is filed at its actual home — a Matters record if it’s the subject of an enforcement proceeding — and the site’s remediation record serves as the index pointing to that paper rather than duplicating it.

The Site Document Register

Every site accumulates its own paper trail: Phase I and Phase II environmental site assessments, baseline and closure studies, hazardous-materials inventories, emergency and safety plans, and consultant reports. Each document is recorded by type and effective date, with a validity or review date attached where one applies, so a five-year-old Phase I doesn’t quietly stay the operative one. Correspondence tied to a specific inspection or incident attaches to that record instead, keeping the general document register for paper that belongs to the site as a whole.

EHS in Context

A site’s obligations rarely stand alone. The permit authorizing an activity lives in Licenses & Permits; the property it occupies lives in Real Estate; a workers’ compensation claim tied to an incident references the policy held in Insurance; and an inspection that escalates into an enforcement proceeding becomes a Matter. Environment, Health & Safety is where the operational compliance record lives — what a site owes, what’s been checked, what’s happened, and what’s being fixed — connected outward to the modules that hold the instruments, the property, and the coverage behind it.
